Markets regulator Sebi will this month conduct the auction of the property of West Bengal-based Tower Infotech Ltd, which had garnered funds through illegal money pooling schemes, to repay investors.

The property listed for sale includes a land parcel in Calcutta with a reserve price of Rs 6 crore. The High Court has directed Sebi to sell certain assets of Tower Infotech and distribute the proceeds among duped depositors and debenture holders.

In a public notice, the capital markets watchdog said that the sale of Tower Infotech’s property will be conducted on November 18 before the High Court.

“The sale shall be conducted through physical auction and …property will be sold in a single lot and shall not be sold below the reserve price fixed,” it added.

Prospective buyers have been asked to send applications along with a payment for an amount equivalent to 10 per cent of the reserve price as earnest money by November 9.

Last year, Sebi had conducted the e-auction of the four properties of Tower Infotech. In addition, the markets regulator had asked investors and depositors of Tower Infotech to submit their claims for refund of money invested in the company’s ‘chit-fund’ schemes.

The unauthorised money-collection schemes are widely known as ‘chit funds’ in West Bengal and other Eastern and North-Eastern states, although their operators are not registered as ‘chit fund’ companies in most cases.

Departments join hands for smart cities in West Bengal

The state government is working on converging different initiatives to develop four smart cities in the state. Officials from departments like urban development, home, transport, health, power, IT and those from Webel, CII, Nasscom and other consultants attended a meeting last today to discuss on the issue.

The state is preparing a plan for New Town, Salt Lake, Asansol and Durgapur, which have been selected and included in the centre’s list for the smart city project. This will be submitted to the Union urban development ministry by November so that the cities get funds in the first phase. A total of 100 smart cities have been selected across the nation.

Kolkata Port Trust plans to lease 2,724 acres of prime land

Kolkata Port Trust (KoPT) will soon be submitting a proposal to the union shipping ministry to leasing or renting its 2,724 acres of vacant land lying in prime areas in the eastern metropolis and the port city of Haldia in West Bengal, its chief said on today. It will be earning a minimum of Rs 1,000 crore from the leases on a recurring basis.

“We have 4,576 acres and 6,367 acres of land in Kolkata and Haldia respectively. Some of it is lying vacant and we are considering to lease it out for commercial as well as residential purposes,” KoPT chairman R.P.S. Kahlon told media persons here on the sidelines of an event organised by Bharat Chamber of Commerce.

Off the total available land, KoPT is using 2,080 acres and 2,100 acres in Kolkata and Haldia respectively for its own use to carry on port operations while another 1,780 acres in Kolkata and 2,253 acres in Haldia have been rented or leased.

“We still have 710 acres in Kolkata and another 2,014 acres in Haldia in prime locations which is lying vacant,” he said.

The KoPT has asked city’s prestigious Jadavpur University to conduct a study on using these lands to earn extra revenue. This study is expected to be submitted to KoPT by October-end post which it will be submitted to the union shipping ministry along with the recommendations.

“In terms of total unused land, Kolkata has more than that of Mumbai,” he said. “By November-end, we will send this report to the shipping ministry with our own recommendations and they will thereafter refer it to the cabinet,” said Kahlon.

This process is expected to be completed by December-end this year. The union government, according to the official, is considering rolling out a port-specific policy on usage of unused lands for Kolkata, Mumbai and Kandla.

Asked over the status of its existing land leases and pending dues from real estate, Kahlon said KoPT is ready to negotiate with the sub-lessees.

“We are ready to negotiate with sub-lessees in case the original lessee is not traceable and the sub-lessee is ready to clear the pending dues. Also, they have to match the highest offer,” he said.

Uncollected lease dues on the KoPT account book have climbed high to Rs 500-600 crore.

Bengal plans to use one lakh acres govt land for industry

In a bid to dispel impression that West Bengal does not have enough land for industry, the state government on Friday announced that it has one lakh acres of land with different departments which could be used for industry.

“We already have 4,000 acres of fully developed infrastructure-enabled industrial land and another 4,000 acres is being developed. The various departments of the state are also holding over one lakh acres, which can also be used for industrial development,” state Finance Minister Amit Mitra said at a programme by Indian Chamber of Commerce.

“It is happening. Haringata dairy (state owned) has released 300 acres and the same is being developed as industrial park,” he said and assured that the state land bank is enough to meet industrial requirements.

There had been apprehension in the industry on availability of large tracks of land in the state for units as the state government has moved out of forced acquisition of land.

The government has now initiated acquiring land from closed units and a committee has been formed for it.
